Prepare the cheese foam - Combine milk, whipping cream, cream cheese, and sugar in a high-edge container, and whip with a hand mixer until thick and peaks form.
Prepare the tea - Boil water and 2 tbsp of brown sugar. Once boiling, remove from heat. Add the teabag, cover, and steep for 5 minutes. Then add the milk and stir to combine.
Prepare tapioca pearls - In a pot, cook the tapioca pearls in boiling water according to the instructions on the package. Once cooked, drain and return to the pot. Add 3 tbsp of brown sugar and 3 tbsp of water to make the syrup. Mix with the tapioca pearls and cook on medium-high heat until the syrup thickens.
Assemble - Transfer the cooked tapioca pearls into your serving glass. Let the pearls cool for about 10 minutes. Swirl the pearls around the sides of the glass to coat them with the brown sugar syrup. Pour in the milk tea.
Top with the cheese foam and crushed Oreo cookies on top.
Notes
Tea - feel free to use any type of black tea. I personally enjoy using Earl Grey, as it has a similar taste to the one from my favorite bubble tea shop.
Serve - you can enjoy it hot or cold. If you prefer it hot, combine milk and water and bring them to a boil before adding the teabag. Skip the refrigerator step.
